Reload snmpd config instead of restarting service by default #264

Description

Currently, whenever the config is applied, the snmpd server is restarted. This causes monitoring software like Solarwinds Orion to report a reboot.

According to this ticket, modules should implement reload on their own.
SNMPD supports a config reload by sending the HUP signal like so: ExecReload=/bin/kill -HUP $MAINPID

Wouldn't it be nice to implement that by default instead of forcing users to scour the internet for a fix like:

    hasrestart   => yes,
    restart      => "systemctl reload snmpd",

if you want to be really safe about it, check if the systemd service file contains a line starting with ExecReload.
