Improve Windows support

Currently, ZLUDA builds just fine on Windows and all the core mechanism operate correctly (as tracked by CI), but the problem is with "last mile", getting the libraries loaded into applications. As seen in #520 and #521 this prevents us from getting the logs we need to progress.

I've split required work into su-bissues. When this is finished we will have Windows support on par with Linux
