[ro] add support to fetch and download ro-crate content

As we are getting into adding ro-crate support to py-sema (e.g. #142) we can also adding this support here.

Prime use case is being able to quickly locally access, refer and use the content (i.e. shacl, bench-work-yml files or subyt-templates) that are provided into ro-profiles.

Note:

• @bulricht has already code for this in one of the emo-bon actions, should be source of inspiration at least
• This would help out in this issue at emobon as well.
