French quotation marks or Angle Quotes for direct speech

It could be great if there is a tool to create French Quotation Marks or Angle Quotes, in order to define a direct speech.
These characters, especially used for Italian writings, are necessary to define direct soeech, but these characters are not directly defined on keyboard layout.
This tool or shortcut could add on text the opened ad the closed quotes, ready after that to apply the direct speech between.

Ok, I think I understand your question better now. You can select the « and » symbols in Preferences:

You will then get the correct quote symbols when you type, or you can select text and press Ctrl+" to apply it.
