Add ts-lit-plugin to the lit-ts template

Hello,

is there a specific reason ts-lit-plugin is not included in the lit-ts template? Or just an oversight? It's also part of the official Lit Typescript template, see here: https://github.com/lit/lit-element-starter-ts/blob/main/tsconfig.json

@rodydavis was the last one to update the templates, and I assumed he was related to the Lit team. They should send a PR to promote the use of the plugins they think are useful for the simple starters in create-vite. These aren't full CRA-like scaffolding solutions.

@abenz1267 maybe you could start a discussion in that repo?

I assumed that from your profile, thanks again for that update. So IIUC, you're going to keep sending us PR to update these templates when you have new recommendations for people testing Vite with Lit
