Is there a reason that vite templates do things this way?

The order of tags here, are always the same with all vite templates. I would like to put the two meta tags with each other, and the link tag after them at the end. Things would work fine, but I was just wondering, is there a specific reason for this?

thought:
charset must be very early per html spec
then they try to put network resources to start fetching sooner
