Restrict camera/pannning to show only valid lat/lng range area on canvas

This is a very important requirement to restrict the panning/camera-position to allow user to only interact and see with valid lat/lng range area. [repeat map is false]. It would nice if the help is delivered ASAP due to release blocker.

Even if deckgl has provided option to show different color outside for invalid lat-lng area (repeat mode off, with no maps loaded but working with lat/lng only), that would have helped too. But the first option is the correct and preferred solution.
