Release executables for other operating systems

Currently, the following parts of ViPErLEED are packed only for a subset of operating systems:

• gui: Windows (>=7)
• gui: Linux (Ubuntu >= 16.06)
• tleedm/bookkeeper: Linux
• tensorleed>EEASiSSS / tensorleed>beamgen3: Linux

Ideally one would like to also support:

• gui: MacOS
• tleedm/bookkeeper: MacOS
• tleedm/bookkeeper: Windows
• tensorleed>EEASiSSS / tensorleed>beamgen3: MacOS
• tensorleed>EEASiSSS / tensorleed>beamgen3: Windows

The main issue with porting to other OS the tleedm/bookkeeper and tensorleed is making it possible to run appropriate compilation with a Fortran compiler, as the TensErLEED code currently needs recompiling at every run.

Some first steps for tleedm / bookkeeper in v0.3.1. These edits make it possible to run the initialization for both Windows and MacOS. Running other segments is currently not possible for the following reasons:

• Windows: running a Fortran compiler requires a special shell (mingw-64 for gfortran; Intel-OneAPI for ifort)
• MacOS: we could not find a suitable machine where the gfortran or ifort would run

For these reasons, v0.3.1 includes executables only for Linux.

Ideally, a solution would be to release pre-compiled full executables for the whole TensErLEED. This, however, requires rewriting some of the Fortran libraries that currently require compilation at runtime.

The GUI seems to have some issues in Linux, likely related to pyinstaller (only partially?) importing some linux libraries. See viperleed/viperleed#217.
