Error in battle_city.py

The issue seems to be that the code is built against tensorflow v1. If you are using Tensorflow V2, you'll get this error. Apparently Tensorflow has a tool for upgrading old Tensorflow code but I'm having trouble running the tool.

Tool details can be found at https://www.tensorflow.org/guide/upgrade . Let me know if you come right with the tool as I'd love to get it working on my side.
