chore: set up interactive commits with commitizen

Description

We follow Angular's semantic commit pattern for the commit messages and currently lint the commits using commitizen. Commitizen has a tool to interactively commit the code which confirms to an appropriate fashion.

Implement commitizen to interactively perform commits to the code and add a npm script npm run commit that invokes the tool and guides the user through the commit
