Stream keeps freezing from ffmpeg hls

Hello everyone, could you help me with a question? I'm lost and don't know what to do anymore.

My stream keeps freezing: https://hlsjs.video-dev.org/demo/?src=...

I've tried every possible way and I don't know if I'm doing something wrong with ffmpeg or what:

ffmpeg -fflags nobuffer -hide_banner -y -rtsp_transport tcp -i rtsp://url -c:v copy -bsf:v h264_mp4toannexb -an -f hls -hls_time 4 -hls_list_size 4 -hls_flags append_list+discont_start+omit_endlist+program_date_time+split_by_time -hls_segment_type mpegts -strftime 1 -hls_segment_filename /Users/.../stream.m3u8

Is ffmpeg generating my playlists incorrectly or is it some setting in hls.js that I'm missing? I've searched the entire internet and I don't know what to do anymore.
