How do I use a plugin like Vimium in a New-Tab?

Not completely in line with this query, but the ability to use dictation on new tabs would be great. Using a custom new tab extension is possible, I assume, but I haven't connected the dots yet. If the existing code doesn't prevent it—an adjacent issue, I guess.
