Cannot be used in WSL shell CMD and PowerShell

It can be used in anywhere except wsl(Ubuntu 18.04) shell(bash/fish) and windows command(CMD), It still be ENG status. My language is Chinese.
I am Win10 Home, version 1909, build 18363.657
