Add Buttons for options

When user pings bot , bot will display buttons for options 1->weather , 2->rail_inquiry. The user can click button or give simple query . The simple query are to be handled by our NLP model .If the user clicks rail_inquiry button, it will display following buttons 1->live_status , 2->pnr_status and other functions implemented in rail.py file.
