Why pageIndex on initial fetch is 0? how to set to 1 on initial fetch

const getKey = (pageIndex, previousPageData) => {
  if (previousPageData && !previousPageData.length) return null;
  
  console.log(pageIndex); // <==== this value is 0 on initial fetch, how to set this to 1
  
  return `/users?page=${pageIndex}&limit=10`;
}

the response of pageIndex 0 and pageIndex 1 has same value :

page 0 response

GET /users?page=0&limit=10
[
  { name: 'AAAAAAA', ... },
  { name: 'BBBBBBB', ... },
  { name: 'CCCCCC', ... },
  ...
]

page 1 response

GET /users?page=1&limit=10
[
  { name: 'AAAAAAA', ... },
  { name: 'BBBBBBB', ... },
  { name: 'CCCCCC', ... },
  ...
]

I'm using Strapi CMS, idk why page 0 and page 1 has same value
