<Link> doesn't navigate to the intercepted route in specific scenario or am i using it wrong?

From "/" i click a <Link href="/sign-in">...</Link> and get into modal sign-in page. From there i click

and navigate to the /forgot-password page with closing modal as described in a documentation of intercepted routes. But from here (/forgot-password) i click a <Link href="/sign-in">...</Link> and no navigation happens. Only adress bar gets replaced with localhost/sign-in but /forgot-password is still being rendered. if i do the same steps but on /forgot-password i click

router.push("/forgot-password");
router.refresh();

navigation happens as expected.
I use "next": "^14.2.2"
