Fuzzing: test tau scaling less than 1

...once core PR merged allowing taus scaling less than 1. Ensure fuzzed markets ranges are updated.

Also duplicate plots from PR with new tau scaling values.

I wonder if we want to start randomising minimum probability of trading netparam between say 1e-7 and 1e-1.
