Proposal template for project funding

Since we are a NumFocused sponsored project, we can now get donations. It would be great to have a process to use that funding. I think we could have a lightweight proposal process where project ideas can be proposed to the steering committee. The committee approves projects with a simple majority and then the project gets posted in https://github.com/vega/.github/discussions/categories/funded-projects so the community can see what we use the money for.
