Add changelog to the Command Reference pages

Currently, the documentation's written style makes it difficult to tell how a command is changed between releases without looking through the git commit history.

For example, the page for CLUSTER INFO doesn't tell which releases of Valkey will have the recently added metrics cluster_nodes_pfail and cluster_nodes_fail.
