Allow to create a val from a import url

Let's say I have the following val

import admin_route from "https://www.val.town/v/pomdtr/blob_admin" // does not exist
import { Hono } from "npm:hono"

const app = new Hono()

// ...

Hovering over the link url does not show anything since the val does not exists.

I would love to get a button to create the val instead.

The same mechanism could be used for secrets:

const token = Deno.env.get("GITHUB_TOKEN") // here hovering should allow me to create the token
