Unify Val Town's internal and public APIs

We have medium term plans to unify our internal and public APIs, like many of the best devtools companies do, ie Stripe.

The most upvotes we get on this though, the sooner we'll be able to prioritize it. It's a huge undertaking, and we want to be sure folks really want it.

In some sense, every API request like this one #16 is really a subset of this other ticket. (Although we can of course continue adding features to our existing public API but that is a sisyphean project.)

The most fun I get from val.town comes from it's metaprogramming abilities, so I'm all for investing in this area.

I also see it has an opportunity for users to meaningfully extend the platform in their own terms (the VS Code extension is a good example).

Another important one: being able to make env variables from the API.

We no longer have this on the roadmap, closing.

Hopefully our new API and OpenAPI and SDK make the dev experience good enough for now
