expectIPs not match 处理逻辑问题

dns 中设置两个服务器，DoH 1.1.1.1 无 expectIP 和 DoH 223.5.5.5 有 expectIP。观察到当 expectIPs not match 时，向 DoH 223.5.5.5 的请求重复 5 次后才向 DoH 1.1.1.1 请求。这样的逻辑感觉有点奇怪
