patches from system set manager broken after upgrade to 2025.05 #10636

Problem description
Since upgrading to 2025.05 the other week, we have a problem where users cannot apply patches from the system set manager.
If any user (aside from the Uyuni Administrator) tries to apply patches to system set manager hosts, the patch selection page simply refreshes.
Steps to reproduce.
As any user other than the Uyuni Administrator.
add some hosts to the system set manager
click "systems selected" in the top toolbar to go to the System Set Manager Overview page.
select the patches tab.
select one or more patches.
click apply patches. The page refreshes, showing no patches selected.
Expected behavior (and what still happens if using the Uyuni Administrator account)
..at step 5, it used to progress to a 'Relevant Patches Confirm' page, where one could confirm (and apply) their selection.
I can reproduce this with a user with;
Organization Administrator
Activation Key Administrator
Channel Administrator
Configuration Administrator
Image Administrator
Regular User
System Group Administrator
..permissions.
We are using SSO authentication.
I have tried creating and brand new user, assigning them membership of a couple system groups - then retesting with that user, using hosts from these groups - same result.
