Required components of the Windows App Runtime are missing

I've installed the runtime. It just... won't start. I'm using the latest release's portable version.

Sure. It's Windows 11 Pro Education N.
I have administrative rights, but policy prevents me from sideloading APPX files that aren't signed as 1st party M$. I installed the latest ones from the M$ site. Thats 'bout all I can tell you, can't access that machine currently.
