OBC software V1.0 traking issue

Main tracking issue for V1.0 of the OBC software.

This issue tracks other features, bugs, and issues which need to be completed in order to reach the V1.0 milestone for the software. V1.0 is the first version which shall be suitable for a full system integration flat-sat test.
