Swap for Eth and transfer to DAO #15762
Description
On some network, there is no UDT/UP and/or no Uniswap Pool with sufficient liquidity, which means that Unlock's "swap and burn" won't work.
We need to add a similar approach swapForEthAndBridgeToDao that anyone can call which would swap the fees collected in any fee (if this is eth it won't actually swap) and then use a bridge (Stargate, Wormhole LayerZero?) to send the ETH to the DAO's timelock.
On networks where ETH does not exist (BNB, Gmnosis, Polygon), we should use a WETH compatible with a birdge
