Transfer all arbritrum held funds to DAO on Base

The DAO owns a bunch of assets on Arbitrum https://arbiscan.io/address/0x28ffDfB0A6e6E06E95B3A1f928Dc4024240bD87c
The assets are currently controlled by the ethereum timelock's "alias" which means they are "at risk" given that this uses UDT and most UDT holders have migrated to UP on Base.

We should transfer these assets to the Base timelock in 2 proposal:

• First proposal:
  • swap the ARB for ETH (make sure we set a minimum price!)
  • transfer the UDT + ETH back to timelock on mainnet
• Second proposal:
  • transfer the ETH and UDT to Base timelock

It may have to be 3 proposals because to transfer the ETH we need the full balance after swap when we submit the proposal so it will be more like

First proposal:

• swap the ARB for ETH (make sure we set a minimum price!)
• transfer the UDT back to timelock on mainnet

Second proposal:

• transfer the ETH back to timelock on mainnet

Third proposal:

• transfer the ETH and UDT to Base timelock
