Add support for UN/CEFACT Common Codes for specifying unit of measurement

Based on https://bugs.eclipse.org/bugs/show_bug.cgi?id=412799 but since UOMo also builds on top of JSR 385/Indriya now and only provides late UCUM binding on top of it, maybe there is use for UN/CEFACT here?
