Review and Test AWS provider v3 resource updates #49
Description
The terraform AWS provider has received major updates from version 2 to version 3. Each resource outlined in the upgrade write-up should be reviewed for possible breaking changes in the module. The CI runs do not pin the version so the latest is always used which should catch issues on newer builds but all cases may not be accounted for.
