Non-inheritable Permissions

I would like to assign permission for a group of users to edit children of a node, but not the node itself. For example, they should be able to delete blog posts but not delete the actual blog.

To me this seems likely to be quite a common requirement but I'm surprised not to find a solution, just a few forum posts asking for a similar thing.
