RTE toolbar disappearing/hidden when scrolling

The RTE block makes it so that the toolbar stays at the top of the text even when scrolled down. The toolbar should follow at the top of the screen when scrolling down a longer RTE block.

When editing a longer text you need to scroll all the way to the top in order to edit the style etc. This also means that the text you have highlighted is hidden off the screen as you are scrolled up, which in turn makes editing text difficult.

This was previously how the toolbar worked in Umbraco 8.
