Blocks with properties that vary by culture

I want to have a list of blocks, where the blocks are shared between cultures. Instead of having to create the same blocks in multiple cultures, I want the s blocks shared but a subset of properties in those to be varied by culture.

For example, it might be a list of buttons. I want the URL to be the same for all cultures but the text in the buttons to be varied by culture. There is no way to enforce the same links in those buttons (in a block list) between cultures. The block list property must be recreated for each culture.
