Media warnings

As an editor, it would be great to be able to see warnings against my media to highlight sustainability issues that need action.

• Large images, e.g. 2MB+
• Disallow uploads of images of a certain size? e.g. max width

This one has been started and we plan to have a version of this that can be enabled in the next release for testing.
