Update repo to use vite/vitest instead of CRA/jest

Starting from this branch rather than main: pc-tanstack-react-table

Please update this repo to use vite/vitest, instead of CRA (react-scripts) and jest.

You can consult these other repos that have a similar structure for examples of successful migrations:

Those PRs highlight some of the issues you will face, and the way to address them.

Please try to ensure that all tests pass, and all workflows are green on CI.

If you encounter issues with github workflows not passing due to outdated or deprecated workflows, please fix that by updating the workflows to the latest stable version.
