Improve UI on Workgroup settings

The Workgroup settings are difficult on the eye, as there are no visible divisions in the text block.
I ran a screenshot through a LLM to get suggestions, and attach the findings as a screenshot.

Suggested changes like making headers and description for each section, and putting in spacing in between them, will go a long way. Also they are the easiest to make.

I believe this is planned handled with a complete rework of the Projects page on sensitive data sites and follow-up transfer of the same tiled layout to Workgroups on general research data sites. Similar to how Apps are shown on Home.

PRs with CSS tweaks are welcome in the meantime, but our efforts are otherwise better spent on getting the UI re-design complete.
