SITL experiences "flow_of_ctrl" FAILSAFE error when updating current waypoint from LOITER_UNLIM -> DO_VTOL_TRANSITION

Describe the bug

Per title, very specific error that can be ignored for now

Reproduction steps

1. Have SITL enter LOITER_UNLIM
2. Send new flight plan with LOITER_UNLIM waypoint changed to DO_VTOL_TRANSITION

Had this error show up again during testing today - situation was a VTOL Transition followed by a Loiter Unlim waypoint. Hypothesis is that this combination of waypoints is a no-go for SITL and should be avoided

May not be relevant anymore, since we have dropped support for VTOL we may not encounter the DO_VTOL_TRANSITION waypoint type anymore.
