Transferring typstyle-action to typstyle-rs

Hey @Enter-tainer, I noticed that the repo moved to an organization. I'm not sure if you're interested, but I think it might help if the GitHub Action was also under the organization, as I definitely wrote the action for my purposes only. It might be more beneficial to the people who actually use Typst and if people know more about GitHub Actions than I do. For example, I noticed a lot of actions are used more for CI checks, but as a math student, I just wanted immediate formatting—this is less common. I tried sending a request to transfer, but it said "You don’t have the permission to create public repositories on typstyle-rs." Besides, @YDX-2147483647 did a survey about typstyle usage in github actions and we discussed about it offline. He might have some suggestions about how to improve typstyle-action.
