Make a custom TODO outline

I have a TODO function that puts a nice and obvious todo in my pdf.

How can I make a Outline for this? I tried to put a label on the block respectively. But than the outline says it can't outline a block. The documentation of Outline does not say what it actually can outline. It also cannot outline text. Is there a way to achieve this with the Outline or do I have to do it myself?

Until it is specified what elements can be outlined (or more elements are added) you can add 'invisible' figure.
