If a plugin is in the version file but the binarydoes not exist, PluginVersionFile.ensureVersionFilesInPluginDirectories writes a version.json for that plugin to the working directory #4531

this is because filepaths.FindPluginFolder returns an empty path if it does not find the folder, and PluginVersionFile.EnsurePluginVersionFile does not handle this - if the path is empty is should just return nil (i.e. no error but no action)
