Steps to add doppler support

• add rotating disk phantom datafile to zeahub
• add Doppler func and ops
• create a simple example notebook to visualize

Indeed, I have updated the doppler implementation by @BeatriceFederici to zea and also have a notebook. So I can work on this soon.
