Add configurable state name and domain

In a few places we have TODO_STATE_OR_TERRITORY rendering.

As an engineer I would like one place to easily configure the text that shows up for these placeholders that I can quickly edit and see updates across all storybook stories

This could be a constant in the code somewhere, or even an i18n translation (as Alysia suggested, pretty cool idea!)
