Automatically Create Config Directory

After downloading rumi and executing it I received the following error:

touch: cannot touch '/h//.docker/config.json': No such file or directory

It must be ensured that the required directory exists instead of assumed.

Looks like this is related to #47?

I guess we should not try to force creating that file but assuming an empty configuration if the file is not present.
