Trino shall provide an API for query cost predication and hence link with AI

Recently we meet more and more requirements like this topic.
Maybe there could be some kind of ways to implement this, like:

1. prediction by rules
2. prediction by statistics
3. prediction by history( AI could be included here..)
4. more..

The accuracy should be not very important, it is better than none.
We should try to integrate Trino with LLM for better self-management of the sql query system.
