New gitlab-ci check

In anticipation of utilizing external resources to expand some CI testing for Trilinos, users may notice a new gitlab-ci check show up on their Pull Requests. This check is NOT REQUIRED to pass, and can be safely ignore for the time being. An additional announcement (or an update to this one) will be provided if and when this status changes.

Currently this check runs two jobs via GitLab CI at the University of Oregon using their Frankenstein cluster. The long-term plan is to use this resource to provide AMD GPU testing, but the work is currently in an early prototype phase.
