per-app settings: the only way to force apps to obey 10hz

im using s23 ultra and have noticed that per-app settings is the only way to force apps to obey the 10hz to 120 adaptive refresh rate otherwise the apps other than galaxy max hz tend to scale between 60 to 120 and whatever they feel like at the moment.
it would be great if the per-app setting could be disabled when psm kicks in or it would be even greater if the 10hz to 120 adaptive refresh rate was persistent across all apps.
