Add support for synchronous witnessing

The ArmoredWitnesses should support synchronous witnessing via the bastion protocol.

This will allow logs/ecosystems which prefer it to synchronously request and retrieve witness signatures for newly issued checkpoints, while preserving the non-addressable nature of the AW devices.
