Update the feed submission form to allow for changes as well as additions

We said this would be nice because the current Dashboard has had several requests to changes to existing feeds (e.g. the name of the developer company). On 25/02/2025 we decided this could go on the backlog and, in the interim, changes can be handled by manual means
