Decide if we want to support other ways of people using our existing code

Guy's reminded us that we previously discussed the possibility of third party companies either using our validator backend directly or else running their own instances of the code. By which we mean there are potentially other ways our existing code can be useful for developers.

We need to decide if we want to support this, and write up suitable documentation. If we choose to do this, we also need to decide when - right now, or in the future.

Guy, it'd be helpful to reshare the user feedback and needs that this came from, if you still have it!
