[1824] unable to exchange mountain railway for share

I should be able to exchange the railway in order to float BK in phase 3 but have no option or ability to do so.

I noticed a similar issue in another game. It looked to me like only the B1 Semmeringbahn could be exchanged, i.e. the mountain railways were only allowed to exchange in numerical order, i.e. B2 can't be exchanged until B1 has been exchanged.

I think the only time in the game where the numerical order should apply is when the forced exchange happens. At that point, the mountain railways must be exchanged in order. Until then, the exchange is optional and happens during the player's turn.
