[1822MX] I'm able to build from Mexico City to Acapulco as FCM without having a connection

How to Reproduce the Bug?
Clone the game and go to 1822MX: Phase 3 - Operating Round 4.2 (of 2) FCM Turn and you will be able to upgrade and build station in acapulco even this shouldn't be possible

This was caused by #7554 using home_as_token on the Graph had a side effect allowing Majors with homes in Mexico City to reach hexes adjacent to MC that they shouldn't be able to reach.

1822PNW also has dashed lines over water for Minor connectivity, but it doesn't use home_as_token, so maybe 1822MX could be changed to use the same mechanism 1822PNW uses for this.
